HKLNA-Project Newsletter No. 10
Monthly Accomplishments (August 2003)

Where is the oasis in this desert called Hong Kong?

Top News
EARTH has completed its revision (pdf document - 916 KB) of the HKLNA-Project's first research proposal. It is a 109 page document with 62 links to the world web, 171 footnotes, 26 graphs, charts, and tables, a 5 page bibliography, a 13 page annotated calendar of events, 13 major subheadings, a list of key contacts, and 29 Adobe bookmarks for easy handling. Apple Works users can obtain an even more flexible document upon request.

Government Relations
Education and Manpower Bureau - On Wednesday, August 13, EARTH's HKLNA-Project Director met with Chris Wardlaw, the bureau's Deputy Secretary responsible for curriculum and quality assurance. Not only is the Deputy Secretary a trained economist, but he posed questions that demonstrated a clear understanding and interest in the HKLNA-Project's objectives.

Hong Kong Immigration Department - Speaking of time, August 16 marked the HKLNA-Project Director's third full year of Hong Kong residency. Let us hope that this and the above completed project proposal will provide the immigration department with enough incentive to renew EARTH's work visa for another year.

What is probably of surprize to few, the immigration department rejected EARTH's request to obtain the co-operation and participation of the department's Registration of Persons Administration Section. Privacy law was cited as the reason for non co-operation.

Community Relations
If you are no one, do not expect help from anyone, no matter what you have to offer. Where money can be made exceptions are in the offing. This is Hong Kong society.

Fund Raising
Next month begins a new season for application and receipt of funding for research projects. With a revised proposal in hand and potential letters of support from so many, EARTH is poised for another attempt at formal application.

Website additions and maintenance
Tsong Kit --Traditional Chinese Input Method for Apple Users and Chinese Language Beginners: Chapter eight was added this month.

Other EARTH related links: A new article was posted under EARTH's Viewpoint, and minor corrections were made under the heading Statistical Toolbox on the HKLNA-Project website.

Acknowledgments
This month special thanks are given to my good friend Professor Dr. Peter P. Baron, my brother Karl E. Stegemann, my mother, and EARTH's sponsor and landlord, Dr SIU Hin Ho, for helping EARTH to survive still another drought in Hong Kong community support.

Among the various members of the ProZ.com bulletin board that are from time to time so very helpful -- special thanks are extended to Rowan Morrell for his indefatigable, but enigmatic effort in helping EARTH to obtain editing help that it so badly needs.

Once again, EARTH offers its thanks to its remaining, but no longer mentioned creditors. EARTH has not forgotten you.

Sincerely,

R. A. Stegemann
